All present discussed details for the “Autumn Assembly” open house, scheduled for September 29, such as who would supply which refreshments, start time, and expectations for attendance. Paul and Eugene expressed reservations about holding an event as opposed to dedicating the time to campaigning. Don mentioned his upcoming interview on WCIT which was scheduled for the express purpose of promoting the open house and that press releases were already going out, as well as having ordered yard signs for his own campaign and expressed the open house would be a good opportunity to hand-out not only his signs but Gary Johnson yard signs and bumper stickers as well.

ExCom officers watched Paul’s campaign video, which he had recently released.

Members reviewed outreach efforts involving the party’s tent at the Allen County Fair. Don commented that 19 people had signed-up for the ACLPO e-mail list. Paul discussed the wide range of conversations with fair-goers who showed interest and enthusiasm for the Libertarian message.

Paul moved to hold votes via electronic communication for resolutions involving expenditures and authorizing action to be taken on behalf of the ACLPO.

Minutes for July 14, 2012 Executive Committee meeting

Treasurer’s report given by Paul

Don and Paul tackled further planning for the ACLPO’s tent at the Allen County Fair in August, including funding, procuring materials from the state party, and organizing manpower at the tent.

Paul informed those present that Secretary Amanda Holbrook would be moving soon to Pennsylvania, creating a void at that particular position on the Executive Committee.

Discussion of the possibility of printing slate cards for Allen County held, with Paul mentioning the state party already had printed an Ohio-wide slate, rendering a local version unnecessary.

Don presented the edited flyers being displayed at area college campuses to boost visibility at them.

Don and Paul agreed to hold further discussion of planning a second-annual Autumn Assembly at a later date to solicit more input.

Paul updated the ExCom on his recent participation in the LPO Counties retreat.

Don presented to the membership his most recent design for an outreach flyer to post at the local college campuses, intended to appeal to supporters of Ron Paul who would be feeling disenfranchised over his waning presidential bid. Paul and Amanda suggested several edits and revisions which Don said he would incorporate.

Upon a formal request by Paul, Eugene moved and Amanda seconded to officially endorse Paul’s State Senate campaign for the 12th district.

Proposal entered to amend ACLPO bylaws: under the advice from state party leadership, an addition to the bylaws was moved specifying the same person may not hold simultaneously the office of Treasurer for both the Executive and Central and committees as it is the responsibility of the CentCom Treasurer to oversee any audits of the Executive Committee.

Motion made by Paul and seconded by Eugene to add a Section 3 to Bylaw C containing the drafted language.

Don began the discussion of primary election literature distribution for the ACLPO

Members in attendance discussed the party’s prospects for the primary, to be held three days from the date of the meeting. The majority of the discussion centered on predictions for the success of write-in efforts by Chris Kalla in seeking a place on the ballot for the U.S. House of Representatives race and John Fockler for the U.S. Senate race.

Plans, updates, and suggestions were discussed for the March 10 Lima Irish Day Parade.

Minutes for February 11, 2012 meeting

Proposal entered to adopt three amendments to the ACLP bylaws: it was brought to the attention of Chair Don Kissick that the Ohio Secretary of State’s office had requested a copy of the county party’s bylaws and the staff there had reservations regarding language in the present bylaws mentioning for representation on the Central Committee “elections wards” – a term Don had derived from Ohio’s election law language in Title 3517.03 of the Ohio Revised Code; the amendments were drafted by Don to replace “election wards” with “each township in the county and each ward in the cities of Lima and Delphos” in Bylaw D, Section 1, subsections A and B; according to Don, upon adoption of the two preceding amendments, Subsection C would be rendered irrelevant and need to be stricken from the bylaws, calling for the language in Subsection D to be moved into C’s space.

Proposal entered to change the name of the Allen County Libertarian Party to Allen County Libertarian Party of Ohio: Paul had raised the point recently that due Allen County, Ohio’s proximity to a county by the same name in Indiana, some confusion had already taken place in his conversations with residents living near the state line; also, in an effort to effectively distinguish ourselves from the Libertarian Party affiliate operating in Allen County, Indiana, he suggested we adopt the above name change to our affiliate party.

Motion made by Paul and seconded by Eugene to change the name of the Allen County Libertarian Party to the Allen County Libertarian Party of Ohio and amend all such occurrences of the party’s name in the bylaws to reflect the update

Treasurer’s report given

Don spoke to those gathered about participation in distribution of pre-primary party literature to generate greater interest in requests for Libertarian ballots on March 6; Paul expressed misgivings about steering voters who potentially might otherwise vote for Ron Paul in the Republican primary, insisting we risked putting the party before our principles as well as that leading to negative public perceptions as a result.

Don discussed with everyone in attendance his participation in the Allen County Ohio Patriots’ county commissioner candidates forum two days prior. Don and Paul also talked about their recent radio appearance on Talk with Ron Williams on 940 AM, WCIT.

Candidate filing discussed, Paul is running for State Senate-District 12, Don filing for County Commissioner.

Discussed planning for the upcoming 2012 election, including marching in the Irish Day Parade, Memorial Day Parade, and Relay for Life for public exposure. It was suggested that we use Don’s brother-in-law’s truck for the Irish Day Parade and get signs printed for the truck. As for the Relay for Life, Paul had a concern about the Party’s image if it involves politics with a fund-raising event for cancer and using it as free advertisement.

Members present discussed the results of the election on Tuesday of that week, in which Don was a candidate for Elida School Board.

Discussions on the latest developments with candidate recruitment and planning took place. Amanda and Paul announced their intent to run for General Assembly (House and Senate respectively) while Don tentatively agreed to run for County Commissioner. The discussion also involved the prospect of Tom Lucente running as a Libertarian for the other county commissioner seat up for election in 2012.

A motion was held to conduct ACLP meetings on the second Saturday of each month.
The Executive Committee approved the motion by a unanimous 4-0 vote

Don announced he would continue to reserve the training room at the Allen County Sanitary Engineering Office each month (pending availability).

Minutes for the October 13, 2011 Executive Committee teleconference

An “emergency” session of the Executive Committee, via conference call, was called to order at 9:16 p.m.

Arranged by Paul, the teleconference was held to review a proposal to contribute up to $70 to the Elect Don Kissick campaign committee for election signs for Don’s 2011 run for Elida school board. The opportunity to afford the cost of signs was made possible by recent donations from two other LPO members.

Don explained if the Executive Committee approved the campaign contribution from the ACLP’s general fund, the plan for the purchase would consist of a $60 expenditure by Elect Don Kissick to be matched up to $70 by the Allen County Libertarian Party.

In light of time running short before the November 8 election combined with the difficulty of arranging an in-person session of the Executive Committee due to conflicting work schedules by its members, Don and Paul announced, to order the signs promptly meant conducting a meeting phone to approve of the party’s expenditure.

Don announced he would be abstaining from the vote due to the obvious conflict of interest as the motion being presented was to the benefit of his election campaign.

Following the Pledge of Allegiance and introduction of Central Committee officers, Chair reintroduced from the table a unanimous offer to ACLP member Amanda Holbrook to serve on the Executive Committee as its Secretary.

After renewing the offer (which Amanda accepted), brief remarks and discussion took place and a motion of nomination was introduced by Paul and seconded by Don.

Minutes of the June 30 meeting approved

Paul and Don discussed their attendance earlier in the day of the luncheon portion at the Libertarian Party of Ohio’s annual conference, held at the Mohican State Park resort in Ashland County. Don received a Local “Grass Roots” Award as part of the LPO’s Champions of Liberty awards.
He had nominated Paul for the New Spirit award, expressed his disappointment that he didn’t get such honors, and mentioned it is his mission in life to see him get the Local “Grass Roots” Award in 2012.
Paul said his mission is to bring the “Best Affiliate” honors home to Allen County next year.

Don led a discussion of the latest news about the ballot access controversy as a result of the recently approved election laws update bill in Columbus. 11th Circuit Court of Appeals Judge Algenon Marbley had recently issued a temporary injunction against the Ohio Secretary of State’s office over those portions being contested by the LPO. This means Libertarians will be able to run for office this year and next with their party affiliation on the ballot and we will be able to participate in the 2012 primary.

Paul presented business cards he had designed and ordered for his position as ACLP Treasurer.

Paul and Don updated those present on developments regarding the “Fiasco at Faurot.”

Ideas were briefly shared for the upcoming ACLP cookout, scheduled for October 8. Amanda suggested holding a planning session a week or two before the event.

Members planned to participate in distribution of copies of the Declaration of Independence purchased from LP National.

Don and Paul announced their intent to attend the Northwest Region combined meeting hosted in late July by the Wood County LP.

Discussion of inclusion of LP member Stacee Kalla as a libertarian spokesperson in WLIO “Point of View” took place.

Interest was expressed in engaging in presentations in area high schools on Friday, September 16 – the day before Constitution Day.

Preliminary discussions began about planning an ACLP cookout.

Party members present discussed their thoughts on what the state party expects of the county-level affiliate parties. Both positive perspectives and misgivings were expressed.

Discussion of the most recent developments involving recent revisions/updates to Ohio’s election laws (SB 148 & HB 194) was held.

ACLP Treasurer Paul D. Hinds introduced a motion to offer the position of Executive Committee Secretary to ACLP member Amanda Holbrook, who said she would reach a decision in advance of the next ACLP meeting.

Minutes of February 27, 2011 meeting of the Allen County Libertarian Party

Meeting called to order by ACLP Chair Don Kissick at 7:10 p.m.

Members discussed what functions in which the party can engage while membership is small and funds are limited:

– Get entry into local parades
– Plan demonstrations, even small ones, and other such rallies to boost public exposure
– Distribute literature, particularly the LP door hangers with brochures attached

Treasurer Paul Hinds agreed to contact the Lima/Allen County Chamber of Commerce for information about parade organization contacts, schedules, and applicable entry fees.

With everyone presently involved being so new to organized politics, Vice Chair Eugene McCall initiated a discussion for explaining what the differences are between the roles and duties of the Executive and Central Committees.

– The Central Committee is the publicly elected body of the ACLP and selects its own officers as well as voting on the officers of the Executive Committee.
– The Central Committee serves as the public’s oversight of Executive Committee’s activity.
– Only the Central Committee may amend the party’s bylaws.
– The Executive Committee oversees the planning of the party’s day-to-day operations, authorizes organization of activities to be held in the party’s name, as well as managing and authorizing any expenditures deemed necessary to meet the party’s goals.

Hinds updated the Executive Committee on the progress being made with the ACLP’s Website: http://www.aclpo.org which is being hosted through WordPress.com. He also said he is perfectly willing to serve as the party’s Webmaster.

All in attendance agreed to, between now and the next meeting, each current member contributing $20, totaling $60, to open a bank account for the party: the minimum deposit is $50.

Those present entered into discussion of various current political events as well as libertarian ideological concepts.

Meeting was adjourned at 7:55 p.m.

Minutes of January 23, 2011 meeting
Held at free meeting room in West Street McDonald’s in Lima

Meeting called to order at 7 p.m.
Review of edits to proposed bylaws commenced
County Development Coordinator Don Kissick addressed and answered concerns and questions raised at previous County Development Group meeting:
– The county affiliate cannot require dues for membership as all LPO members who reside in Allen County are deemed automatically members of the Allen County Libertarian Party (ACLP) upon its certification by the Board of Elections (BoE).
– The ACLP Executive Committee, however, may raise funds by any manner prescribed by applicable local, state, and federal laws as well as LPO bylaws.
– Seats on the Central Committee will be based on “Wards” as opposed to the election precincts within the county. The ACLP’s Wards are each of the 12 townships and the city election wards within Allen County for Lima and Delphos.
– Beginning in 2012, selection of Central Committee members shall be done by open public election through the Allen County BoE, to be held as part of each even-year primary election.
– Amendments to the bylaws must be done by a 60% vote of the Central Committee. This was a happy medium between the initial 50% proposed in the original bylaws language and Kissick’s suggestion of a 2/3 supermajority.

Upon closure of discussion of the proposed bylaws, a vote was held by those present to approve or reject the bylaws:
– The vote was unanimous to approve

Kissick announced that with the approval of the bylaws, those present at the meeting constituted the ACLP’s inaugural Central Committee:
– Paul D. Hinds, Shawnee Township Ward
– Donald C. Kissick, American Township Ward
– Eugene McCall, Richland Township Ward

With the bylaws accepted and the Central Committee established, Kissick advanced the meeting to election of the inaugural Executive Committee, beginning with a call for nominations for Treasurer.
– Don Kissick nominated Paul Hinds, seconded by Eugene McCall.
– With no other nominations made, a Yea-Nay vote was called.
– Paul Hinds was elected by unanimous vote to ACLP Treasurer.

A call for nominations for Vice Chair was made.
– Paul Hinds nominated Eugene McCall, seconded by Don Kissick.
– With no other nominations made, a Yea-Nay vote was called.
– Eugene McCall was elected by unanimous vote to ACLP Vice Chair.

With the establishment of a Vice Chair, Kissick yielded direction of the meeting to Eugene McCall.

A call for nominations for Chair was made.
– Paul Hinds nominated Don Kissick, seconded by Eugene McCall.
– With no other nominations made, a Yea-Nay vote was called.
– Don Kissick was elected by unanimous vote to ACLP Chair.

ACLP Vice Chair Eugene McCall yielded direction of the meeting to ACLP Chair Don Kissick.
Kissick gave brief remarks on the ACLP’s future.
Kissick announced he would deliver the approved and signed Allen County Libertarian Party Bylaws to the BoE for certification, the final step for recognition as a countywide political party.
Meeting was adjourned at 7:50 p.m.
